Leak can be at cylinder valve packing, cylinder valve / regulator connection, pressure gage, HP pipe threads, or through regulator. Can test this with leak detection solution. Remove hoses to check for leak through regulator.

When I put the oxy regulator on, it registers about 750psi on the high pressure side. I adjust the regulator to around 20psi. When I open up the valve on the torch the pressure goes to zero, and oxy comes out but trickles to a stop.

When i turn the tanks on, i open the oxy tank valve, then turn the tee-handle (or knob) on the regulator slowly, allowing the oxy pressure to build up slowly. When i'm done using the torch, etc., i turn off the tanks, back out the tee handles, (or knobs) on the regs, and the little bit in the hoses seeps out gradually!

But when I ran my torch (rosebud tip) the oxygen pressure was jumping up and down by about 5 or 6 pounds, with strange noises coming from my regulator.
